In United States fiscal policy, mandatory spending is spending on certain programs that are required by existing law. In the United States,mandatory spending refers to budget authority and ensuing outlays provided in laws other than appropriations acts, including annually appropriated entitlements.
Mandatory Spending Hits New Record In FY 2016, mandatory spending is estimated to be $2.543 trillion, a new record. This is nearly two-thirds of all federal spending, and three times greater than the military budget.

Retailers posted a mild uptick in sales in October as consumers took a break from back-to-school splurging in advance of the holiday season. Major chain stores reported a 1.6% sales increase in October compared with the same period a year earlier, in line with analyst expectations, according to Thomson Reuters' tally of 28 retailers released Thursday. In a sign that cost-conscious shoppers are continuing to shop frugally, discount chains made a strong showing, posting a 3.8% year-over-year increase.
